  • This act aims to promote the safety, protection and welfare of the unborn child from the moment of conception and during all stages of development while inside the mother’s womb;
  • It acknowledges the unborn child as a human being with human personality and extends the mantle of legal protection to the child from the moment of conception;
  • It ensures that the delivery of health services to the mother during pregnancy shall be done without prejudice to the unborn child;
  • It promotes and advances the maturity of the unborn child as a welcome addition and asset of the family; and
  • It aims to enhance the health of the mother by avoiding means that may adversely affect the viability of the unborn child in all stages of its maturity.

Here is an excerpt of his then Eminence Jaime Cardinal Sin on the "PopBill", the 1996 version of the "RH Bill":

First of all, let me express my hope and prayer that the contemplated consequences of SB 554 do not replicate the practical disregard in the recent past for the religious and moral teachings adhered to by the majority of the Filipino people, who — while not being perfect — consider themselves Catholic.

Concerning the responsible use of sexuality, allow me to exhort the honorable Senators to consider that the pollution of human reproductive systems by means of chemicals and devices is irresponsible and has proven to be unsustainable from the standpoint of health and human ecology — and it is the women who have suffered the brunt of this assault on human nature. The maternal womb is the first human environment, and deserves to be protected for safe human habitation. You will understand, then, that the artificial contraceptive methods are unethical not because the Church rejects them; rather, the Church rejects them because they are unethical.

Along this line, the Church finds deplorable the disproportionately large portion of resources allocated for artificial methods of birth regulation, as compared to the allocations to promote natural methods. I pray that this irresponsible and unsustainable approach be abandoned in favor of the natural methods.

For purposes of clarification, the Church teaches, first of all, that only married couples have the right to bear children. It does NOT teach that couples should bear children limitlessly. What the Church teaches married couples is that they should have the number of children that God — by HIS PLAN — expects from them. This entails a process of prayerful discernment on the part of couples, an activity which, unfortunately, is beyond the competence of the State to promote. But while the Catholic Church recognizes the Constitutional provision prohibiting the State from promoting a particular religious belief, the Church rightfully expects the State to RESPECT this eminently Christian practice of prayerful discernment, primarily by not assailing the Catholic faithful with aggressive propaganda campaigns that short-circuit and bypass the process; and secondly, by not spending public money on the promotion, purchase, and delivery of contraceptive methods which Catholics who are taxpayers do not approve of. Let citizens who wish it spend for it on their own account. This is, after all, the minimum required by the Constitution for the State to respect religious beliefs.

If I may, allow me to share with you my estimate that an overwhelming majority of the Philippine Hierarchy will always find it difficult to believe that a law on population will not be used as an irresponsible and unsustainable “short-cut” to development, as long as Government remains nonchalant about the rampant proliferation of commercialized sex and the circus of sexually-arousing publications, motion pictures, videos, etc. All of these hinder the responsible use of sexuality among our people — including our youths — and promotes sexual crimes against persons — including young people. The liberties provided for by the Constitution do not exclude the enforcement of laws that will guarantee the responsible exercise of freedom. I personally think that if the Government proves its moral intentions by doing its part in curbing these activities, it will receive the full cooperation of the Bishops towards authentic development.

The Phil. Constitution has pro-family provisions, and this bill enhances and institutionalizes further the family in which even those not yet born are part. May our law-makers be the first ones to fight for life.
